the item you read on the Holly forum in fact quite clearly said

one reply spelt it out even more clearly
"This week, our city council received word from Buddy Holly's widow that unless we agreed to pay her $10K annually, we would not be able to use his name anywhere in our city."
As the Yahoo group topic sees it it is Buddy's widow (who has a reputation for holding up recording issues etc) in order to maximise her income from the BH name) who is demanding that streets plazas and statues in Lubbock be renamed or royalties paid
to herfor the city to use Buddy's name which is ovbviouly a completely different matter to:-

In point of fact the interesting thing is that because the UK in particular only has a 50 year copyright rule and as Buddy
was so sadly killed in February 1959 in less than two years his recordings can be freely issued by anybody. My best guess
is that Maria Elena Santiago/Holly knowing that her record sales royalties will soon dry up is trying to see how she could maintain an income by any other means
