The city of Cleveland, Ohio recently made the news when the Powers That Be decided to put RFID chips in residents' recycle bins to track how often they recycle. If you don't take the bin out often enough, the city goes through your trash, and if they find that you're throwing away items that they think you should be putting in the recycle bin instead, you get a $100 fine. Cleveland is not the only municipality that uses RFID technology to collect information about who's recycling, but they're apparently the first to impose fines on those who don't toe the line.

The city of Cleveland has come up with a high-tech way to fine residents who aren’t recycling. Cleveland.com reports that the city is planning a collection system which makes use of RFID chips and bar codes to track how often residents are leaving their carts at the curb for collection. The system will be able to flag those who haven’t brought a recyclable cart to the curb in weeks.
If you are caught not bringing your recyclables to the curb the city will sort through your regular trash to look for recyclables. If more than 10% of trash contains recyclable material that resident will be fined $100. The city isn’t implementing the fines because they are pushing a “green” agenda, it’s a matter of economics. The article states that the city pays $30 a ton to place waste in a landfill while the city earns $26 a ton for recyclables

Presto card is only available at a few stations where the GO train also is used by commuters..

It is expected here in Durham region that we will go to clear garbage bags in approximately a year so the garbage can be viewed and refused pick up if any recyclables or compostables are in it. Garbage will not be picked up if recyclables/composables are in the bags.
We have recycling for so many things and composting now..very few things should be 'garbage'... no need for the expense of a 'chip'... taxes are high enough!
