That started with the first Bush (the elder) administration in 1991, ostensibly to protect the families' privacy and to keep it from becoming a "media event." That was their line, anyway. Here's an article from the politically conservative Washington Times on the subject:

Never made a whole lot of sense to me, at least not photos of anonymous flag-draped caskets arriving back in-country. Private family ceremonies are different, of course, unless the family wanted it otherwise. Personally I like the Highway of Heroes; just sad that there's a reason for it to exist.
