It probably depends on what you mean by "other forums" . I expect that if the forums you have in mind are indeed run by UBB as Florian's corfid board/forum is then yes but only if the organisers of those particular forum have the "ubb code" turned on because the coding:-
[img[filename and location [/img]
is as far as I know purely a code that will only work here as it is not the same as the full official HTML code:-
<img src= "picture file name and location"> as used on actual web pages (the organisers as I read it have the option to turn HTML on or as here off.
It is possible to attach pictures to postings to some of the other forums such as the Newsgroup (alt.music.lightfoot)in exactly the same way you would attach them to an e-mail and some newsreaders including Outlook Express will indicate this by a paperclip icon or something alongside that posting. But because Google groups is a service that ignores binary files such as jpegs the newsgroup viewed via Google groups as at:- http://www.newsgroup.shorturl.com
simply ignores any attachments.
