I think that TheWatchman is correct
I have checked on the ticketmaster site and read
"Our customer service representatives are available to help you between the hours of 9:00 a.m. to 10:00 p.m. your local time, 7 days a week.
Enter billing information
Please have your credit card and billing information ready. If your credit card was issued by a United States bank, you may be asked for your Card Identification Number (CIN) which is located on the back of your card. Once you click on the "Submit Order" button, your credit card will be charged. You will have three minutes to review and complete this page. If your order is not completed in three minutes, the tickets will be released.

For your protection, tickets can only by mailed to the cardholder's billing address. We will send a confirmation email with your event and billing information"
I found a New Jersey customer service number but it is constantly busy, no doubt on long transatlantic enquiry calls from sundry Europeans trying to buy tix for The New York concert!!
