Well, the term probably wouldn't be anti-spam, probably, but anti-Denial Of Service.

What they are trying to protect themselves from is programmed posting, usually done with the objective of overwhelming the site to the point that it can no longer respond normally. I suppose there might be some people who try to "stack the deck" in favor of a favorite artist and who might try to submit multiple messages also by programming, but I suspect that their concern is DOS and not just the over-zealous fan.
