The star on the sidewalk thing requires a sponsor, that much I know. I went through that whole lovely process once for an announcer at a station I worked for. He'd only be in L.A. radio for forty years. Someone has to have a sponsor willing to pay the cost and nominate them, sometimes repeatedly. And there are a couple committies involved in the selection process. I think the sponsorship cost is $15,000. There should be more info on the Hollywood Chamber of Commerce site.
There is also a "Rock Walk" in Hollywood. I have no clue what the process for that is, but lots of Rock N Rollers have been inducted into that as well.

Seriously though,I really feel he deserves any music or humanitarian award related to his life and career. What can some of these award giving people be thinking by not thinking of his work in life and in music? Beats me. Catch ya on the flipside of Sundown!
