I have always taken it as Border Patrol with a gun and he is behind whoever is passing through the border.

Actually, I always thought it was a close friend or cousin or neighbor of some sort saying hey bud, back off(this song is about unrecruited love). At least I used to. It would be if the lyrics were "there's a man behind ME with a gun" but when he says "there's a man behind YOU with a gun" I don't really know who he is talking about.
