That's because they are the only people in the music business that define "cut" as a synonym for song, when to everyone else it means "recording", derived from the term "cut" as in a track on a vinyl record.

I'd be willing to bet that when the "rules" were written, the meaning was what everyone else thinks but some idiots who run the organization redefined it later - probably by mistake - and are now steadfastly sticking to their stupid definition!
