In my view, Lighfoot has written some of the most profound music/lyrics in three essential, and for this posting, rather broad, categories. Understood that his music has spanned a great deal of time that reflected upon some significant events in recent history. What would you think are the his top three songs in each of these categories: Environment, Futility of War, and for lack of a better term, Social Observations (commentary on social issues, of any kind, over the period of time he has been writing).

These are not my final answers, but, for the sake of examples and illustration:

Environment
Ode to Big Blue

War
Protocol

Social Observation
Black Day in Jul

You left out one important category: Lovesongs! In this category I choose the following three songs: Beautiful, I'm Not Supposed To Care, and I'll Prove My Love.

Yes Somewhere great choices, I just got finished listening to Beautiful, that is a wonderful song. Great! All three are very good Gord love songs.
But, let's add a political/social songs category in ther too. My choice in this field would be Cherokee Bend.

I did follow up this post with ballads, but love songs is another, important category that deserves another separate category.
